Minor changes.
- Reorganized Section 15. Added some suggestions for extra XP awards. Previously there had been a subsection 15.1, but no 15.2; fixed that.
- Added flanking/attacking from behind attack bonuses.
- Added penalties to melee attacks, kick attacks, and kick damage from damage to feet/legs.
- Added/revised background info on New Veskadia setting in Section 16.3.
